Both heart rate measurement and power measurement are a very accurate basis for determining the intensity distribution and calculating the effort. The speed measurement is unfortunately somewhat inaccurate due to differences in altitude and possibly also wind effects, which unfortunately cannot be adjusted satisfactorily. An exception are the swimming activities, which with correctly set pace zones, can provide a good effort calculation by speed.
So if you are always on the road with a power meter on your shoe or bike, then a priority chain where power comes first is a good idea.
For everyone else, it makes sense if heart rate measurement comes first, if it is available.
